The SaddleBrooke Ranch Conservatives (SBRC) will meet on Wednesday, Sept. 9, in the
SBR Sol Ballroom from 3:30 to 5:30 p.m. We will welcome Sine Kerr, candidate for Arizona Lt. Governor.
Arizona’s new Lieutenant Governor position is primarily a succession and executive management role, rather than a separate elected office with independent powers. Arizona voters approved the office through Proposition 131 in 2022, and the 2026 election is the first time Arizonans will elect a Governor and Lieutenant Governor together on a joint ticket.
The Lieutenant Governor’s primary duties include:
* First in line to succeed the Governor. If the Governor dies, resigns, is removed from office, or becomes permanently unable to serve, the Lieutenant Governor becomes Governor. This replaces the previous system in which the Secretary of State was first in the line of succession.
* Serve in a major executive role assigned by the Governor. State law requires the Governor to appoint the Lieutenant Governor to one of the following:
Chief of Staff
Director of the Arizona Department of Administration (ADOA)
Another position the Governor is authorized by law to fill
* Assist the Governor with executive branch operations. Because the Governor chooses the Lieutenant Governor’s executive assignment, the day-to-day responsibilities can vary significantly from one administration to another
Senator Sine Kerr—Summary of Accomplishments
Sine Kerr served in the Arizona State Senate from 2018 to 2025, representing Legislative Districts 13 and 25, which included much of the West Valley, Yuma County, major agricultural communities, and three military installations. She was elected Senate Majority Whip by her Republican colleagues and chaired the Senate Natural Resources, Energy, and Water Committee.
During her tenure, Kerr sponsored and advanced significant legislation, including Governor Doug Ducey’s Arizona Healthy Forest Initiative and bipartisan measures such as Kayleigh’s Law and landmark water protection legislation. In 2024, she sponsored the Arizona Women’s Bill of Rights, which sought to define sex in state law as male or female and limit access to women’s bathrooms, locker rooms, and sports based on biological sex; the bill was vetoed by Governor Katie Hobbs. Kerr has also been recognized for her legislative leadership with honors from several organizations, including induction into the Arizona Outdoor Hall of Fame in 2025.
Proposition Presentation
Every election, voters are asked to decide on several statewide and local ballot propositions. Many of these measures are lengthy, complex, and can be difficult to understand before casting your vote.
To help voters make informed decisions, SBRC welcomes Lisa Stuessel, who will present a comprehensive PowerPoint overview of each proposition. Her presentation is designed to educate—not advocate—and is intended for audiences of all political perspectives.
Who Are the Judges on the 2026 Ballot?
In addition to candidates and propositions, Arizona voters will be asked whether to retain judges serving at the state, county, and local levels. To assist voters in September we will provide each attendee with a guide listing the judges appearing on the ballot and the court on which each judge serves.
